      I’m not sure whether you can do it with actual water, but I know that there are certain types of fluid called perfluorocarbons that are oxygen-rich, and which you can breathe. They are used in certain types of medical cases, for instance, as a way of more effectively delivering drugs to the lungs. Their use is also being looked at for diving, as an alternative way of getting around various issues with pressure when you go underwater!
